The relationship between the two houses of the legislative authority in light of the bicameral legislative system

Abstract

This study examines the relationship between the two houses of the legislature within the framework of a bicameral system. This system is based on the distribution of legislative functions between two chambers, each exercising legislative powers within the limits of its authority as defined by the constitution. The study aims to clarify the concept of bicameralism and its historical origins, as well as to analyze the nature of the relationship between the two houses of the legislature in comparative constitutional systems, particularly the parliamentary and presidential systems. The study also aims to highlight the crucial role of bicameralism in achieving balance within the legislature and enhancing the quality of the legislative process through the distribution of powers between the two chambers. The study concludes that the nature of the relationship between the two houses of the legislature varies depending on the constitutional system. Some systems tend to achieve a degree of balance between the two chambers, while others grant a greater role to one chamber in exercising legislative powers. Furthermore, the study demonstrates that the success of a bicameral system is linked to a clear distribution of powers between the two chambers, ensuring the effectiveness of legislative work and preventing conflicts or overlaps in jurisdiction.
